Inner Quality Development of Private Universities

To become a model private university, we need to place emphasis on its development in five aspects: principles of administration and target positioning, education modes and quality control, governance structure and operation mechanisms, human talent and material resources, and campus culture and teaching atmosphere. On Feb. 26, Binglin Zhong, President of the Chinese Society of Education, came to Sanda and gave a lecture entitled “The Development of Private Higher Education and the Reform of Private Universities”,in which he elaborated on the above-mentioned five significant aspects for the inner quality development of private universities. 
         Prof. Binglin Zhong was formerly Director of the Higher Education Department under the Ministry of Education and President of Beijing Normal University. He is also Director of the Institute of Private Education Policy Research (in the process of establishment) and has conducted intensive research on private higher education in China.

Prof. Zhong pointed out in particular that private universities should focus on improving their educational quality and optimizing their inner structures rather than on expanding their faculty-staff and student-enrollment sizes and physical space. Private universities should clarify their principles of administration, abide by the rules of education, of the growth of talents, and of the physical and mental development of students.

        Private universities should make clearer their targets of talents cultivation, their requirements and specifications in the exploration of modes to bring up diverse talents. They should attach greater importance to discipline building and reforms, adjust and optimize curriculums and emphasize the cultivation of abilities.  They need to reform teaching concepts, means and methods, and place students at the core, focusing on instructor-student interaction, and persisting in keeping a balance between teaching and research.
        Private universities should ensure democratic management, balance academic power and administrative power, and deepen management system reforms.
        Besides, Prof. Zhong argued that private higher education institutions need to optimize faculty structure, enhance the overall faculty quality and the faculty’s professional development ability.  In the meantime, they should attach much importance to administrative leadership building and optimize funding and university material conditions.
        University culture is the inner support of university inner quality and feature development. Prof. Zhong held that private universities should strive for a multi-culture, characterized by academic liberty and co-emphases on scientific and humanistic spirits, modernity and tradition, and tolerance towards different values. What we need is an open-minded culture with global vision and a high sense of social responsibility.
